These lists can be interactively modified on multiple web sites and updated on those sites in real time with a gadget that accepts your input/vote. If you change your mind, take your vote back and vote for someone/thing else.

To be used in an election; in a nominating process , the choices could be a list of all the potential candidates as they are proposed. Their qualifications and endorsements could be linked to their name/entry. As people learned more about them, a "Top Ten" group would provide the candidates for the elective office.

If people know about the lists and are interested and/or concerned, they quite likely will participate in the establishment of the hierarchies of the lists. I am assuming that anyone/everyone will have access to and a means of accessing and modifying lists. To limit multiple inputs, biometric identification could be employed. It or some other identifying method would be required to participate in Election List. Places for those without biometric readers to go....
